The difference between oracle spatial and oracle locator

Location features in oracle database is provided by oracle locator and oracle spatial features of oracle database.

Oracle locator basically provides the core location features and services available in oracle spatial. The core features includes the data types, operators, spatial indexing and some spatial functions and procedures. Oracle locator does not support storage of georaster data.

Oracle spatial is an oracle enterprise edition option and provides the core location features that oracle locator provides  and has advanced capabilities such as routing, geocoding, network data modeling, spatial functions  for spatial analysis. Furthermore, Oracle spatial provides supports for 3D geometries and spatial web services.
